A Good Policy Needs Good Implementation

The Company Takes the Initiative in Implementing Beijing’s Points-Based Hukou Policy to Protect Employees’ Vital Interests.

“You have all the materials required. We’ll check them for you at once. If you have any questions, please contact us at any time.”

It was on the afternoon of April 24. The HR & Admin staffs were handling, busily but orderly, online registration of the employees’ personal information for the points-based hukou (household registration) system in Beijing. By the end of the day, 24 employees had submitted, with guidance and assistance, their information and materials, which were to be reviewed by relevant authorities.

The Regulations on Operation and Management of the Points-Based Hukou System in Beijing (for Trial Implementation) was officially released on April 11. Submission of the first batch of applications formally started on April 16. This is terrific news for the 160-plus employees who work in Beijing without a Beijing hukou. Is there any way to help those eligible employees enjoy their bonuses given by the good policy as soon as possible?

To solve this problem, the Company took the initiative by asking, in the first place, the HR & Admin Department to distribute the Regulations among all the employees, assigning special persons to thoroughly study the Regulations based upon requirements of documents issued by relevant Beijing authorities and the Group, and completing the Company’s account registration prior to April 16. The quotas were divided and assigned to those in need of them. The employees’ questions were promptly collected, and, if possible, immediately answered. For questions requiring further consultations with relevant authorities, active contacts were made for discussions and inquiries, with the answers being fed back to the employees afterwards. Following launching of online information submission, the HR & Admin Department has conducted careful preliminary reviews of the submissions in accordance with the Regulations. For materials not meeting the formality requirements, the applicant was contacted to make supplementations or corrections. Questions encountered during the form completion and submission process were answered with great patience. These were convenient and accurate services for the employees.

“It is not enough to launch a good policy. It has to be implemented; otherwise it is merely a worthless piece of paper.” According to the Company’s official in charge, the next step will be to provide targeted services to each eligible employee based on their personal characteristics and in accordance with requirements of the points-based hukou system, in a bid to protect their vital interests to the largest extent.
